MANTIS uses workflow to move records from one user to the next for approvals. Workflow is used for most interactions between supplier partners and GFI team members. Locked in workflow (or the locked icon) doesn't prevent you from editing a record. It is an indicator that the system has the record in the workflow process. Selecting the record and the edit icon will open the record.
